It's a fairly odd choice of colour, but it looks alright I guess. I do like the shading, it's simple yet pretty effective. That doesn't mean it couldn't do with a bit more work, though. It still does look fairly flat.

And finally, the background. I'm not a big fan of the background. It just looks... weird. It would probably be better off being plain blue rather than that grainy-effect. Even if you added a gradient it may look better.

Don't ever choose such a bright tint of green, it's hurting my eyes. Try to choose more subtle colors. Also mew is pink-ish!

The effect on the background is interesting, I like it, but try making the grainy part a bit smaller, so it would look like a glowy shadow and would make it look more THREEE DEEE.
Also, since you made the mew green, ironically, the color that makes green 'pop out' is pink. So if you made the grainy part pink, the mew would pop out more. (~OuO)~
And for shading, always imagine a cube around an object.. It's hard to explain. But you'll always know which wall of the cube is supposed to be darker/lighter. Like I said, hard to explain. (I could make a tutorial if I'm not lazy.)
I'm guessing you used paint tool sai? A really good tool to use for shading is the marker tool. Try finding different brush settings on deviantart and experimenting with them, that would help you find your favorite settings and stuff.
